The Contractor is wrongly blamed for job over-runs when it is usually the clients fault.

The main issue is that to do the ADU you have to spend so much bringing other items up to code like electrical, plumbing, lighting (windows) and egress.

This is because I'm concerned that even though the things in the house I can see look great things like the electrical, plumbing, or the foundation may need major repair if not immediately relatively soon.

It can certainly be done, but I'd recommend having a solid contractor on your team and holding a fair amount in reserves. 

(They claimed thousands for electrical using what appeared to be a fake electrical company, and they never had someone out to even check electrical beyond the general.) 

I would like to continue using my excavation company and network of contractors as a vessel to push deeper into this realestate thing.
