Turn concrete stairs into a driveway and ADU ramp

Does anyone have any experience (or know someone or a company that might) be able to demo a concrete staircase Ana turn it into a driveway and ADU ramp ? This is for a house that sits on a small hill in the city so it would need to be someone also familiar with getting the right permits to do so in San Francisco. Would love any leads to help me solve this problem even if it means making some phone calls. Thanks !
