Have you done your own due diligence to verify this property is indeed worth $220K?

We show in teams -- one is showing the apartment while the other is verifying ID, answering questions on the rental applications and collecting app fees.  

Drug related incident. noise, verified by police report. 

I am confident (will verify with PECO of course) that the property has a street-side gas main so there would not need to be costs associated with extending a main.The property has central air, oil heat and oil hot water. 

I want to verify it would be profitable before we look into doing it.Thank you in advance for your advice.

@Nathaniel Birdsong if you can verify that the foreclosure process was never started or foreclosed on then you should be able to go conventional.  

If the offer is accepted I schedule a professional inspection to verify the condition and life expectancy  of all major components and appliances.  

Make sure you've worked with the banks you plan to refi with prior to getting into any deal and verify that they are okay with the plan.
