Get rid of old 9 volt smoke detectors and get the ones with the new lithium batteries that do t need changed for ten years .

Since the battery life is, in the ERL case, for 3 years, should I then have the cleaning service put in the new battery?

You put a battery in them and there is a blinking light plus it comes with a sign stating that there are surveillance cameras.  

I haven't had the best experience with contractors, so I'm thinking about going the route of a prefab/module alternative. 

I was looking at battery backup pumps when a plumber introduced me to the water powered ones.

With prefabs/modules you may be able to short cost some soft costs such permitting. 

With the next inspection or turn over, we will be alert to the problem and come armed with an extra drain assembly and plumber's putty, in addition to the smoke detector batteries and light bulbs. 

She had already checked the circuit breaker, changed the filters and changed the battery in the thermostat.
