I could save $3K if I don't add CAC but it seems pennywise & pound foolish to leave out CAC while I'm doing this!

It's usually up to the employee/manager's discretion, but if you present your CAC or VA Hospital ID card and politely request the veteran's discount with a smile, you're likely to get it.
