None of my tenants has said they didn't receive it.I think the problem with sending it certified with a return receipt is most of the mail which is delivered by the USPS, deliver during the day when most people are at work.If my tenant doesn't respond to the pay or quit and I go to court to file the paperwork for summons for unlawful detainer, I have to raise my hand and swear that all notices were delivered to the tenant in accordance with the law.

Although property taxes are not as punitive as TX, state income tax is among the MOST punishing.

Check your local laws regarding tenancy...... if she has been in there for quite awhile, the law in your state may still consider her a tenant even if not on the lease.....Start the eviction....get that ball rolling......and call the police for an unlawful squatter

The short hold time will punish you for overpaying. 

Filing without same is punishable by fine, restitution and jail.Multiple demonstratable falsehoods on lien description, including that no issues were found, scope was met, and was prevented from returning.
