If you always give gifts,  but then say the tenant is habitually late, or behind on rent-- they will still expect the gift.      

I believe that the area has potential, and one day it will return to a vibrant area....growing up in NYC, Ive seen a lot of neighborhoods change its a matter of time that's all.
