@John K.Yes, to add to your comments, I think there should be some certification before folks are allowed to buy investment property too.

The deal hinges on purchasing the property as a 3 family.Can a party of interest, a buyer with a purchase and sale, obtain permit for a 3 or temporary certificate of occupancy?

If you are trying to do commercial appraisal it would most likely be a scenario where you spend your first year learning how the business works, software, and standard practices from your supervisor and then as you are working toward your general certification (TX) you will be doing appraisals.

If I purchase a tax certificate and the property isn't vacant, but has renters, am I entitled to collect the renters monthly payments from the house or apartment units until the owner redeems? 

If you want to start from scratch, you will have to go through a lot of hoops (permits, licenses, certifications, etc...).

I’d suggest following Michael’s advice along with verifying with whichever municipality would be issuing the rental certificate for any restrictions.

So anything you see like that around town is also a non-conforming, un-permitted feature.I've seen projects that permitted and built everything to code, then apparently added access after Certificate of Occupancy is issued (exterior stairs, attic access, etc).  

Hi,I opened an LLC several months ago, but misspelled the name when i opened it.When i wanted to start doing business with this LLC, i realized that the LLC was registered with the wrong name in the city, state and IRS records.After filing a certificate of amendment with my state, the name of the LLC was adjusted and the city/state records have been updated with the new and correct name.I would like to know where i can find out if the IRS records were updated aswell following the certificate of amendment, and do i need to file any specific forms with the IRS in order to change the name in their records?
