Tax certificate - preexisting renters

I'm new to BP, but have found several post exceptionally informative for investors. Could you please clarify this matter for me? If I purchase a tax certificate and the property isn't vacant, but has renters, am I entitled to collect the renters monthly payments from the house or apartment units until the owner redeems?
