I would spend the extra money to get flooring that doesn't feel bouncy and hollow underneath, and do not get that really cheap type of laminate that starts peeling up. 

There's even a peel and stick version. 

The other listing similarly shows a nice, recently constructed home from the outside that needs to be completely gutted to the rafters to remediate the extreme mold on the inside (bring your breathing mask!).

try some Muriatic acid ( wear goggles, rubber chemical gloves and a mask) you can find this at local hardware store or mason supply. this is used to clean brick. if you are inside, open windows and ventilate the room, this is some strong smelling stuff. just follow the directions on the container.

Painting over dirt - even if it is not oil-based- may still cause new paint layers to crack and peel over time and may also not allow the paint to bind correctly to the surface.

If you don't have the information you need you shouldn't invest.I think a large part of my rant is fueled by how poor the underwriting in the industry has become of late because of the bias toward deal volume to make up for a poor business model masked by venture financing.  

Both would require about the same amount of labor (masking for paint sprayer, power washing etc. vs. trimming out and installing siding).
