I'm not sure if your downspouts are kicked away from the house or if you have underground drains, but I would put an annual drain inspection in the PM to keep the drains clear.

@Nat Chan - This typically means that the drain pipe is either not installed correctly, or it is clogged.

There is never a reason to rush into a new lease; I know it's draining to have a property sitting empty but you may be far better off taking a small hit now and trying to get more responsible tenants for the future.
