FHA loan with Hud forclosure

I have a property I am interested in and wanting it for my personal home. I have FHA financing with Florida Bond money for the down payment, I can't get 203k on top of the bond money. Can you look at the report and let me know if this looks like something that could pass for FHA. I also want to know what could cause the pressure test for the water to be bad and what can I do to narrow down the cause. This home is in a good area with schools and work. Should I pursue this home or am I wasting my time? Any other opinions are welcome. Thanks Jamie Property Condition Report Item Description/Condition Item Functionality Functionality/Test Notes ______________________________________________________________ Cooling/Air-Conditioner: OK Heating/Furnace: OK HVAC tested and functional?: yes HVAC System Duct: Damaged ac functional at hpir furnace tested functional at hpir _____________________ Electrical Wiring: ok --Other: damaged --Other: damaged Electric supply tested and functional?: Yes electrical tested functional, outlets and lighting tested, bare wires ta missing dishwasher and garbage disposal, _____________________________________ Stove/Range/Oven: Damaged --Kitchen Cabinets: OK --Other: OK Built-in appliances tested and functional?: no power cord for stove missing, could not test __________________________________________________________ Plumbing: damaged Sink: ok Other: Damaged Water supply tested and functional?: no pressure test failed test, pressure leaked off, garbage disposal missing and drain pipes from sink to drain Missing ______________________________________ Water heater: ok Water heater functional?: Yes tested functional at hpir ____________________________________ Sewer/Septic System: OK Toilet: OK Other: OK Sanitary & plumbing system functional?: Yes appears functional ______________________________________ Roof: OK Other: OK Roofing in acceptable condition?: yes visual inspection could not tell if water stains active, appear old, chalked around them, to see if active,
