If you personally have the heft (knowledge, experience and financial wherewithal) to make a deal happen from soup to nuts, then that kind of split may be in the hands.

In addition to his list, I would recommend you have someone go around and pick all the low hanging fruit:  caulking (windows, doors, sills, plumbing/electrical/HVAC penetrations, baseboards and trim); weather stripping (doors and operable windows).  

I have a nut neighnor who calls the city when I clean my ducts here so not interested in doing any unpermitted work.
