The two areas I will be focusing in on are Springfield Virginia Area and the Greater Cincinnati area in Ohio. 

Boston investors who used to stop at springfield are starting to look in what was once exclusively a NY backyard and say, "gee, these places are nicer than lawrence, etc. and the numbers aren't bad..."

I have 28 years in the Post Office in Jax. 32206, 08,09,19,54 will contain most of your  D areas with some of 06 being the exception, considered revitalized Springfield and is block by block differing depending on how revitalization has effected the block.
