So, usually, with a manufactured home park the owner of the land pays the “land” portion of the property taxes, and the individual owners pay  personal property tax on the “improvements”.

If you don't think she will cooperate in helping you get a copy of the key (sounds like she wont) give notice that a locksmith will be changing the lock, and give instructions on how she can get a copy of her new key (or drill the lock out yourself and replace it).
