It is to encourage investors who have the cash to flip and increase the value of these neighborhoods.

I hear in Portland they have relaxed a bit since housing is so expensive and are encouraging people to do more ADU's. 

I would also encourage doing these exercises prior to starting a new venture as well.It's just my opinion and something to think about.

I countered that out and just encourage the seller that i won't be crazy but will ask for normal things to be repaired.
