Dayton Real Estate Investors - Dayton Real Estate Rehab

Searching for local Dayton real estate investors. A friend told me about how the city of Dayton was basically giving away houses in and within a small radius of the city. The value of these homes are close to nothing in their eyes. It is to encourage investors who have the cash to flip and increase the value of these neighborhoods. Called something along the lines of Dayton real estate rehab. He fell across it while googling, I can't seem to find where he saw this at.. Has anyone heard of this concept and is it true?
