Ask the property manager to provide a source of such a law, covid-19 does not override the law unless there is a written law or legislation etc.You should request entry, most of the times tenants will allow to enter (i do this every day), it might be that the property manager is just lazy, if they deny entry request it in writing.I ran into this issue but I communicated with the tenants and the appraiser entered the units at the end.

This is my local market, and I am not surprised.I am not justifying the behavior, but as other people have stated, this is a symptom of the small landlords being exploited by our legislators by being forced to provide a service for free and then bear the expenses thereof.
