If so could I retrieve the tax records for the desired county I want to live in and sort through all of them and compile a list of all multifamilies then tract down the landlord?

They have more training content on their intranet than you will want to try and digest.  

I own a pre-approved 5 acre tract, 28 lots and trying to decide whether to sell or find some investors and develop it.
