Personally, I would call a few local property managers, tell them about the area, size and features of the property and get an estimate from them.  

yeah 10-20k discount doesn't sound like much for a flood damaged property.I saw a realtor in Houston  here on BP mention that Houston Association of Realtors (HAR) added a feature to search for Harvey damaged homes , not sure if there is something similar in FL.

That being said, if the building featured a mix of 2bed, and 1 bed units, I would be tempted to pull the trigger if you could get the rents up fairly soon, especially because of the price of units in MA.

They include cell-based meter communication in their monthly fee which, based on the features that I want, looks like it will cost just under $18/month for my triplex.

It could also be that there are things like pricing, features and location that are making it hard to find a tenant.

That being said can I get a list of features you guys would want it to have?
