Water Submeter -- Require Tenant to Maintain Internet Service?
Recently purchased a duplex that has separate gas/electric meters for each unit, but only a single water meter serving both units. Having faced this situation before, my initial plan was to install a second meter in the basement and simply split off the plumbing. However, the water company now requires that, first, a new meter pit be installed outside of the a home, a new second service line be run underground to the basement, etc. Without getting into all of the details, it's an expensive proposition for a small duplex.
Although seemingly better suited for large properties, I looked into a submetering system as an alternative. The $1,000 estimate for the equipment isn't unreasonable, but my concern is that this system requires internet/cellular service to transmit data to the provider. Again, keeping in mind that this is a small duplex, as the landlord I'd rather not pay an extra $40 a month for standalone internet/cellular service.
Which leads me to my question -- insofar as the submetering system could function through a tenant's cable internet service, is there any legal prohibition on including language in a lease to require that a tenant maintain such internet service for the stated purpose of monthly water readings? I understand that there is a federal law/regulation prohibiting landlords from favoring cable providers or dish providers. Not aware of anything similar law/regulation concerning internet service.
Any insights would be appreciated.

Your not going to have much luck forcing tenant to have internet..
The cost of the service is a expense you can deduct from your taxes.. it outweighs the cost of water and if there a way possible to add the connection to the apartment it's a bonus for your tenant,, and cost could be rolled over into rent..
