It simply means widespread, to super-simplify.

I get how it can simplify accounting as each property is separated, but that just seems crazy to me. 

As some one else mentioned leveling the floor is important and may be done with self-leveling compound (basically runny concrete sure I am over simplifying) but the floor as to be sealed and prepped for it as well. 

To simplify it, inflation, while sounding like something is getting bigger, think of it as something getting smaller, because that is the effect, your dollars purchasing power decreases.
