If your new neighbor is a real pain about all of this then I would suggest getting that staircase built quick because if you start fighting over it and go to court for a resolution you will just have a pissed off neighbor next to your STR, which could result in regular noise complaints on your guests or just generally ruining their stay to get back at you.
