I don't have a sense of rehab costs in this area, but all the pictures suggest the unit will need at least a new roof and aesthetic rehab, wiring, new appliances for all the pictured units.Further, the listing claims 6 slots of off-street parking but no pictures.

Would the option of using your retirement fund (401k, IRA, ...) as an option for funding a deal be appealing?

I haven't seen an area that is more appealing than others.  

The idea of having a small-footprint is appealing and live/work/play developments are very appealing.This is very general of course, and you know your market, but think through the process... who's renting the apartments?

I wish I could appeal to the seller directly but I don't know how :-(If you can't make this one work, look for an off-market deal.

You can appeal property taxes, but they have to be off by 15% for you to win your appeal.
