I suspect this include compaction and compaction test you cant just put any kind of loose fill or dirt or gravel in and just build on it.. you need to hit a certain compaction % normally 95% or better..

If what is underneath is compact enough (looks like a gravel base) I'd slap another layer of asphalt right over the top, thickening up what is there now and filling in the bare spot up to the level of the rest.

A good installation requires a layer of gravel (compacted) and sand for weighting down the grass, along with nails.

Once it's all spread out, it typically has to be compacted with rollers, rammers, etc. to make sure it is flat and solid.Hope this helps!

It implies that the ground underneath dropped because it wasn't compacted when the slab was built, but I doubt that's the case.
