At a $300K budget there are definitely some neighborhoods in the mentioned areas that fit your budget.

His communication is excellent, he is willing and able to answer questions and give honest feedback about properties (he doesn't just try to sell you on anything and everything), and he has experience with investment properties. 

Next is to explore what strategy (long-term rental, short-term rental, mid-term rental, fix and flips, syndication, etc...) fits your investing goals and then your location.
