I think your strategy by just trying to ask respectably is the best way to go here and then you can elevate things if necessary if they're continuing to disregard the non-smoking clause.

Agency is FIRST established BEFORE any other action is allowed to take place.

Establish a local network of trusted professionals, such as a handyman, plumber, electrician, and a local real estate attorney who can address urgent issues promptly.

Established a relationship with a local realtor with same interests How did you finance this deal?

Also please see all the threads on other companies that were very well respected and liked for years on BP  ton of investors and now they have had to stop payments do cash calls and in some cases have lost the entire property and  wiped out the investors.. 

The landlord should ensure that all tenants know what is expected of them, whether it is when the rent is due, rules they must abide by to keep the property in a safe and sanitary condition, respecting fellow tenants, or generally just being a good neighbor.I believe that the City has its proverbial head in the sand on this.

My vote would be for family or close friends who you know and respect from earlier than your current venture.  

So it is up to you to respect or ignore them. 

As Kate mentioned above there is definitely some marketing efforts needed but once established its about keeping up good reviews and that's all about the guest experience.
