If it is a small town City that issnt aware of such programs by the state, you could bring them the information and present it to them and request the City pursue it for both yours and their benefit. 

The scammer would have to be present at several court hearings over the course of a year or two in addition to filing the proper paperwork.

I was presented with multiple deals and walked through pros/cons of each house and specific street/neighborhood.

I'm finding some great sellers in Orange County who like that option to help with their capital gains liability...you just need an agent who knows how to present that type of offer.  

Alternative finance or rent strategies can also present improved cash flow.  

And, make sure this is good with your tax pro and doesn't present any negative consequences on the tax side (throughout your investing journey).I'm on my 2nd househack now.
