He has bent over backwards to try to help with things at times. (2) I am suspicious they maybe tried to grow to fast and did not have the proper infrastructure to do so.

Typically, the seller wants it done fast and cheap, which often does not equate to the quality you would look for as the owner.But, it is possible he wants to do the work because he has top quality contractors that will do the work well and for less money than you could yourself.  

There's no hard and fast rule and they may or may not ask specifically.

At 35%, with the rule of 72 you are doubling your invested capital pretty fast.  

I am newer to the greater PHX area, but living over in the West Valley and driving around a lot I see these developments going in as fast as they can build!

We are very good at saving so can prob build it back up fast.
