On his last day, he carefully wrapped up two pounds of ground beef in shrink wrap and stuffed it behind the water fountain on the floor.

This is going to be a quick cosmetic flip and I just wanted to make sure that if I called the water department and sounded like a newbie, it wouldn't cause unwanted attention by inspectors and set back my timeline.

If it's vacant/abandoned and you can help her dispose of an unwanted property while also taking care of any tax obligations that might be passed on to her heirs, I'd say you're creating a win/win situation. 

I posted a little ways back about garnering resources that you all found helpful, and have since been pounding through my newly invested library of books (many off the BP list).

Unless you want to spend every day pounding the pavement knocking on doors, you have to have money to advertise.
