Do I inquire the land first?

As stated by others, I would have suggested that you call and inquire as well.   

My neighbor is a civil engineer ,he had a client who first went to the county and inquired about a property that hadnt hit the market , then he went to the engineer .  

I was showing one of my vacant apartments to potential tenants and was inquiring where they were currently living.  

Also, if a landlord does inquire about the need and accommodation by asking questions wouldn't the benefit be that it shows good faith on your part; that you want to take the correct and legal course of action in providing an accommodation that is reasonable for the alleged disability.
