I think your fear is rational, and appropriate and you should only use something like that right now if it is screamingly obvious

Then decide IF there's a way to talk through it, ration through it, tiptoe into it, whatever. 

Two people could look at the same measures, and rationally argue whether they indicate the market is undervalued or overvalued.The key is looking for an under-market deal.  

I have also used the Rational tools and Basecamp, both of which are very good project management tools.

Does this sound like someone who's thinking rationally or someone who is brand new and has no idea what he's talking about? 

If that's the case, it would make desalinization, water efficiency measures, and water rationing more economically viable which would force the prices down.Think of oil a decade ago, we were all crying peak oil, now we are awash in fracking due to the increase in price, and now price per barrel is going back to a more economical viable rate.As far as the market already pricing in a possible drought, I doubt that thesis.

While I'm new to this arena I work hard and learn harder and have a good ability to remain in the present and make rational decisions based off of others' fear and greed.

The investor goes out to the property and rationalizes and visualizes what changes and repairs should take place and then the contractors draws up an estimate matching the request and wham the numbers don't add up and now the investor is stressed.
