I know this is new construction, but everything that is new today has a useful life, so if you plan on holding long term, reserving for new roof, HVAC, appliances, etc is typically worthwhile.Not sure of your design, but if you are building these with any common areas, you will likely have a "house meter" for the common area electric.  

When one of the tenants moved in they registered their electric service with their meter.

Is the roof updated, and are there modern electric wiring and new water pipes?

This actually was kind of a "bad luck" apartment...after I got that person out and reno'ed the unit, my next tenant in there  seemed to be racking up huge electrical usage.
