Electric Meter issue

I have a property with 3 units on the lot. I have it registered with the county as multifamily rental under one address. Two of the units have their own meter. The third has a submeter.

The problem is one tenant said they were not receiving their bill in the mail. 

When one of the tenants moved in they registered their electric service with their meter. While doing that it canceled the other tenants account.

Is there any way to get 3 separate addresses for each unit? Do I contact the city? 

I already contacted the post office and they said just put their names on the outside of the mailbox, which is not working
