First find out the zoning with the relevant planning authority ie city council.If it's industrial zoning you should talk to the town planners and see their thoughts on what they call a "spot zoning" change.

Sales will probably return eventually to pre-downturn volume as they're doing everywhere else, so you might get more accurate info from that.If the city planners have just released information that affects the property favorably, I'd buy it before someone else does.
