The good news about this is, that it makes investing in Milwaukee very predictable - areas that have historically done well, have developed better in the last 5 years that the average, which brings predictability and low risk.I definitley agree with you on the economic outlook.

Tell them exactly what you're looking for (properties, situations, locations, etc.) and have them go out looking for them. 

For example:Population GrowthMedian home price growthMajor employers/IndustriesThe unemployment rate, history, and trendEconomic outlook (companies moving in/out)If you have specific criteria when choosing a location that is welcome too.

In the Willamette Valley, this makes for a great outlook on cashflow for rentals purchased at the right price point. 

They simply park money for a return that beats inflation and look at equity multiple gains in 5,10,20 year outlooks unless someone comes along and buys them out for more than what they paid sooner.As mentioned you could also have someone in a 1031 looking at a huge tax penalty and 1 week left and decides a high value long term dirt play even if yield is not initially there might over time blend the return up so they go for it.
