Those central cylinder flush valves suck.  

However when I flush the toilet located between the two, water comes out of the base of the neighboring bathroom toilet. 

Most people know not to flush such items down a toilet, but even so, a compromised yard line will continue to be a problem.

I asked if it could be flushed and they said no.

I'm currently living in SouthEast PA, an area flush with lots of colleges and universities.

It is a lease violation if they have them disconnected (it is ugly when there is no water to flush, yes, I had a tenant lose their power and water the last month.

That was the most expensive toilet I ever owned.I am now fighting the American Standard phantom flush gremlins in a 6 month old fixture. 

@Nehemiah Smith Tell the lender that you want your attorney to act as the escrow agent...that should flush a scammer at quickly.
