You'd have closing costs for the loan, soft costs during rehab, and then  seasoning (6-12, 12mo most common) before you can cash out refi.

You just have to fill in a non-binding LOI (letter of interest) and submit it along with soft proof that you have sufficcient funds to ccover the order.
