I admit that some of the comments here would have provided some great enhancements to what I wrote.  

Reason being, it keeps you sharp, but more importantly it allows you greater borrowing power in the eyes of lenders, when you're doing deals and building / enhancing your portfolio.Best wishes & do well!

Dealing with a government authority enhance or deter my ability to find and keep quality tenants?  

If you spend a little more and put in better flooring on the steps it can enhance the look in the entire house, and since it doesn’t take a tremendous amount of carpet to do the steps – it’s a semi-cheap way to drastically improve the look of the home or apartment.If your bedrooms are going to be for families – their preference is usually a frieze (soft carpet), or if it’s someone older and has a more difficult time getting around the preference is usually a low pile carpet (Berber, patterned etc.).

It also enhances safety.

You could get some real estate agents opinions as to weather it would make sense to fix these issues to enhance the sales price and marketability.

Last resort, get some enhancer/sealer and it will darken everything.

If you're going to have a W2 job, it might as well be in an area that will enhance your real estate investing.
