I would suggest that he consult an Enrolled Agent or a CPA both specializing in taxes on investment property, but I also think he needs to consult an attorney to make sure what makes sense from a tax standpoint does not violate some law.

if the tenant has not self employed and has a job id say have the tenant enroll into an auto payment program. sounds like the tenant just has poor money management. the US government used to have a terrible time collecting taxes when it used to have citizens pay up once a year but as soon as they started deducting taxes straight out of pay checks their financing problems went away.
