Long story short, we have been renting it out and have been told that we would be safer if it were in an LLC but we do not want to refi and lose the rate we are at.

I lived there from 2012-2020 and thanks to crime mapping I saw that the neighborhood was safer than others.

If the lender you talked to only has this option, you should shop around for lenders that have other loan products-80% cash-out refinance is going to be challenging in any circumstances, but especially with a short seasoning period. 

Or even just want to live in the suburbs because they feel it is safer, easier to drive around, etc.  

I just didn't shop around enough.

You need to package everything correctly and shop several banks as they all have different appetites rates and terms.
