I recommend you work it backwards.Lots of opinions but very few have done the work.If you know of a property with C/E violations, pull up the documents and reverse engineer what was recorded, what was filed, under what statute(s) and authority it was recorded, etc. as for my opinion about the biases of the personnel, I'm not risking sides.

In regard to active duty military personnel, yes downsizing is going on, but we are going from 490k troops to 450k - a total of 40,000 over 2016-2017.

I'm amazed at @Timothy Grothuesmann's apparent ability to do so but then, he's almost retired and most likely senior personnel with short timer's disease and more time on his hands than someone who has "awhile to go before" retiring.
