I will recommend we do it via each state, get our roots stronger, and start reaching out to public officials. 

The root cause of the issue will determine who is liable, or even if there is liability.

Also, if the land you're looking at is forested then what are the pitfalls to look for (I guess roots need to be removed and not just trees).
