The goal of the legislation is to allow people severely impacted by the pandemic to access the funds they already have, not to make it easier to access retirement funds across the board.

But for now expect things to be tough, expect new legislation stopping foreclosures/evictions, expect discretionary spending to be way down for a long period of time.
