We have contact information for those touring, and if there ever was a theft issue (during or after a showing), that list would be turned over to the police. 

@Brandi BakerBased upon the fact that you cannot safely operate the weapon, AND the fact that you did not call the police immediately means you should not own a weapon.

As far as repairs, I would delay if not necessary for safety or normal operation of the property.I would advise against calling the police or a locksmith.

The police will do nothing except refer the case to the city health department who is no help either.

They have not called the police because they said they didn't have the time this morning to do so and they don't think it's worth it as only a backpack was stolen.How to proceed?

Tenants that are waitresses (No sit down dining in our area at all anymore) and tenants that are police officers (plenty of steady work right now) are in two completely different situations right now.

Tell the downstairs people to call the police. 

Hard to get an eviction through court when the courts are closed and the police that are tasked with escorting people from your property are quarantined or told not to do it - lol.
