Townhouse neighbor with mental illness that is disturbing tenants

I am in need of input and advice on an issue. I have a townhouse that I rent out. The neighbor on the other side of the shared wall is reported to have a mental illness that causes her to scream obscenities at all hours of the day and night which obviously is making my tenants upset and will make it impossible to keep long term tenants.

I looked at going after the seller, but in my state it is not required to disclose noise disturbances so there is not a clear cut answer there. I have spoken with the neighbors mother who lives with and provides for the adult daughter (the one doing the screaming) and they are oblivious to how people can't just be understanding. I talked to an attorney about a civil lawsuit which I may have a fair chance of winning but that would be costly and very time consuming with no guarantee of a positive outcome. The police will do nothing except refer the case to the city health department who is no help either. The HOA has taken action in sending fines which I am sure is putting pressure on the mother and daughter but so far has only resulted in more screaming and yelling.

Has anyone out there dealt with a similar situation? Any ideas are welcome. Thank you in advance.
