Having Tenant Drama

Hey guys, I’m a brand new landlord, just closed on my duplex one month ago. My tenants are having a long standing conflict, the people upstairs are smoking weed outside of their window, and the smoke is drifting into the windows of the people downstairs. I texted the people upstairs last week and asked them to stop but nothing has changed. The man downstairs said he is going to the tenancy board about this. I’m going to speak with them all tomorrow in person, do you guys have any specific suggestions on how I should handle this? Thanks for any advice you may have!

Tell the downstairs people to call the police.  You could also forward the upstairs tenant a violation notice for smoking in the apartment (if it's in your lease of course).  Otherwise, i'd try and stay out of it best I could.
