Both closed-cell spray foam (~R6 per inch)  and dense packed cellulose/mineral wool (~R4 per inch) have their place.In brick buildings (where it is safe to insulate the structural brick walls) and older buildings where we either have enough wall cavity to achieve our desired insulation value; are gutting the interior and have the option to deepen the wall cavities; or are restricted from altering the exterior of the building (i.e. heritage), I prefer to used closed-cell foam as it provides both your insulation and air sealing in a single step.

I know someone that tried to do this and had a similar experience as @Shawn Byrd...in fact, I passed on a house in Empire last Fall that was available at a discount because of this issue.I think I remember reading @Bill S. having experience with this in one of his rentals.

One may add to that yield an "expected" appreciation to make numbers look better.When it comes to financing, the 30Y mortgage payment at 80% LTV will shave off 4% to 6% from the cap rate and then multiply that number by 5.The bottom line is that the estimate of CoC is 5x more dependent on your vacancy, repair, and capex than the cap rate estimate.

If you want to spend many hours searching for (most likely uninsured and not bonded) laborers for piecemeal work, going to supply houses for all materials, and handling many payments, you could probably shave off a few bucks.
