Reducing Gas Utility Bill

Anyone have any suggestions on helping reduce our natural gas utility bill. We use gas for hot water heaters and heating our units in our 10 plex. We are considering adding more insulation and switching tenants over from dial thermostats to digital ones. Does anyone have experience and seen results in doing some of the things I have mentioned? Is it worth the time and money in your opinion? Utilities in the building are one of our largest expenses. Switching tenants to paying their own utilities isn't really an option since this area the market demands the owner cover the utilities. We have safeguards in place to have utility caps and usually, we are well under our cap. The utilities are still very expensive.

Your biggest bang for your buck will come from air sealing, followed by insulation.
