What is the procedure that I have to go through with DC Housing Authority to basically let them know I'd be the knew land lord of the property and switch my information with the out going sellers? 

We enticed the outgoing owner to let us have a look around the night before the auction and even so, the bid was not going much higher.

The outgoing tenants, however, are very good tenants (besides the early breaking of the lease).

Just curious if anyone has any first hand knowledge of legal or court decisions that hold whether installed appliances like Refrigerator, built in microwave, gas range, dishwasher would be considered "personal property" in a foreclosure situation.In other words, are they legal for the outgoing owner to strip from a home after a foreclosure auction.I know we could debate this, but I am looking for any actual legally tested situations you are aware of.Thanks

It is feasible right now for you to invest time and hard work into it with the expectation of monetary gain.Then, once you figured that out, go find a few people who are doing it successfully, and volunteer your time with them, or partner with them, or pay them to teach you.
